Poverty Stoplight Innovation: Progress and Next Steps

In this session, Guido Ruiz Díaz and Fabrizio Núñez from Fundación Paraguaya presented the main technological advancements across the Poverty Stoplight ecosystem, along with the developments planned for the coming months.
The discussion covered improvements to the Poverty Stoplight Platform, the new mobile application, technological infrastructure, data visualization, the use of artificial intelligence, and information security. They also shared the next steps aimed at helping organizations, facilitators, and families turn data into concrete decisions and actions.
TECHNOLOGY THAT EVOLVES WITH ITS USERS
Guido emphasized that technology is a central component of Poverty Stoplight implementation. New features are therefore developed in response to the needs expressed by organizations using the tools in different contexts.
The platform has evolved into an ecosystem composed of connected applications, modules, and services. Its two main tools are the Poverty Stoplight Platform, known as PSP, and the new Stoplight Mobile application.
The session had two objectives: to present the advances already available and to gather suggestions from partners to guide future developments.
IMPROVEMENTS TO THE USER EXPERIENCE
One of the new PSP features is available within the families module. Users can view each household’s socioeconomic information, indicators, and priorities, and now also have access to an individual comparison across different survey applications.
This feature makes it possible to see the percentage of indicators that improved, declined, or remained unchanged. It also facilitates analysis of a family’s journey across different assessments and the generation of reports.
The platform has also introduced a new welcome screen, which is particularly useful for first-time users, as well as an updates section. This section communicates information about available features, upcoming releases, changes to the platform, and mobile application updates.
Each announcement is linked to support materials where users can access more detailed instructions.
NEW INFRASTRUCTURE FOR PSP
One of the most important projects is the complete renewal of the technological infrastructure.
PSP stores more than 1.1 million surveys and has progressively incorporated new modules, services, and artificial intelligence. To support this growth, the server was rebuilt module by module using more up-to-date technology.
Fabrizio compared the change to moving from an old vehicle that still works to a new one equipped with better sensors, greater capacity, and new possibilities for integration.
The migration was scheduled for the weekend of July 25 and 26, 2026. During this period, the platform and its services would be unavailable. Organizations would receive instructions in advance to synchronize their information and prepare for the transition.
The new infrastructure will improve PSP’s speed, stability, and scalability, facilitate integrations with other systems, and support new artificial intelligence features.
A Single Sign-On system was also announced. This will allow users to access different connected tools using the same credentials, reducing the need to remember multiple passwords.
NEW STOPLIGHT MOBILE APPLICATION
The new mobile application was rebuilt for Android and iOS using Flutter, a technology developed by Google.
The previous version began to experience performance limitations, particularly on mid-range and low-end devices and in implementations involving many families, drafts, or pending synchronizations.
The new application is lighter, faster, and more stable. It also provides smoother navigation, allows users to return to previous questions and edit information during an assessment, improves offline map management, and facilitates the recovery of drafts when an error occurs.
Previously, certain synchronization problems could damage a draft and require the survey to be repeated. The error can now be managed locally, corrected, and synchronized again.
Fabrizio noted that reducing the application’s size is part of democratizing technology, as it makes the tool accessible across a wider range of devices and territories with limited connectivity.
MASS INTERVENTIONS AND DYNAMIC LINKS
PSP has introduced a feature for recording interventions delivered simultaneously to several families or communities.
This makes it possible to document workshops, training sessions, and collective activities without having to enter the same action individually for every participant. The improvement reduces administrative work and facilitates reporting on completed activities.
Dynamic links, which are used to begin surveys through the web version without re-entering a username and password, have also been updated.
Previously, these links consisted of random sequences that were difficult to identify. They now include information about the survey definition, associated user, and date and time of creation. This reduces the risk of sharing the wrong link.
SUPERSET AND ROSA: TRANSFORMING DATA INTO USEFUL INFORMATION
One of the team’s central projects is improving how organizations visualize and interpret their data.
The data intelligence project includes two tools that were in the pilot stage: Superset and ROSA.
Superset is a visualization platform integrated with PSP. It provides direct access to dashboards and charts without first downloading Excel files. Users can modify metrics, dimensions, colors, and layouts according to their needs.
ROSA is the Poverty Stoplight’s artificial intelligence assistant. It can answer questions about the information available to each user, calculate totals and percentages, generate charts, and provide brief explanations.
Charts produced by ROSA can be opened in Superset for further analysis and visualization customization.
Access to both tools is limited to the data authorized for each user or organization. Information from different partners is not combined.
The team emphasized that artificial intelligence can deliver information quickly, but its results must be reviewed and interpreted. Contextual knowledge remains essential for transforming figures and charts into useful insights.
BRINGING THE SOLUTIONS BANK CLOSER TO FAMILIES
The Solutions Bank brings together practices, resources, and recommendations connected to Poverty Stoplight indicators. The team is working on new ways to make it more accessible to people.
The first will be public access through ROSA on Fundación Paraguaya’s website. Anyone will be able to request general recommendations without having a PSP account.
The second will be a WhatsApp number for people who have already completed an assessment. ROSA will be able to identify their main red and yellow indicators, ask which one they would like to address, and recommend solutions based on their individual results.
This service will be intended directly for assessed families or employees. The chatbot designed for aggregated data analysis will remain available to users with organization-level or hub-level permissions.
INFORMATION SECURITY AND PROTECTION
Fabrizio explained that data security is one of Fundación Paraguaya’s technological pillars.
The organization operates in accordance with ISO 27001 certification standards. This includes password complexity and renewal requirements, access controls, protection of physical spaces, and continuous server validation.
The platform is also aligned with the European Union’s General Data Protection Regulation (GDPR). This means collecting only the information that is necessary and restricting access to personal data.
Public products and artificial intelligence tools use anonymized information when appropriate.
Fundación Paraguaya is undergoing a new full ISO 27001 certification process, reaffirming its commitment to security and privacy.
UPCOMING DEVELOPMENTS
Planned improvements include redesigning the login and home screens, expanding the charts and figures available on dashboards, introducing new features for the Solutions Bank and service builder, and launching an improved version of the Poverty Stoplight public database.
The team has also begun preparing the 2027 roadmap. Developments will continue to be communicated through emails, platform announcements, audiovisual materials, and support documents.
QUESTIONS AND ANSWERS
What level of access will the chatbot connected to the Solutions Bank have?
Guido explained that access through WhatsApp will be individual. The person must have completed at least one assessment and will be identified through their phone number. ROSA will use their own results to provide recommendations from the Solutions Bank.
The chatbot designed for aggregated data analysis will operate differently and will be available to users with organization-level or hub-level permissions.
