Rosa: When Data Becomes Answers

Millions of data points, thousands of families, and an increasingly important question: how can we turn all of that information into useful decisions? Rosa, Fundación Paraguaya’s new artificial intelligence assistant, aims to bring answers closer to the people who need them.

For nearly two decades, the Poverty Stoplight has helped us gain an increasingly deeper understanding of families’ realities. Today, more than one million Stoplights and nearly 600,000 families are part of a body of information that makes it possible to observe needs, strengths, and changes across multiple dimensions of quality of life.

As the Stoplight grows, so does the need to understand this data quickly and easily. Identifying which indicators are improving, where the greatest challenges are concentrated, or how results vary across different groups can require time and specialized expertise.

This is precisely where Rosa, the new artificial intelligence assistant integrated into the Poverty Stoplight Platform (PSP), comes in.

ASKING INSTEAD OF SEARCHING

Rosa is built around a simple idea: making data exploration feel as natural as asking a question.

Instead of reviewing spreadsheets or building reports from scratch, users can ask questions in everyday language: How many families improved between one survey and the next? Which indicators show the greatest challenges? How do results differ across areas? Based on those questions, Rosa can present the information, generate visualizations, and provide a brief interpretation of the trends.

This brings data analysis closer to those who understand families’ realities firsthand, even if they do not regularly work with specialized analytical tools. Rosa seeks to bridge that gap and provide more direct access to information, making it easier to understand what is happening and use that understanding to support decision-making.

The value, then, is not only in getting an answer more quickly. It is also in making data more accessible, easier to explore, and more useful for guiding new questions and decisions.

FROM DATA TO DECISIONS

Rosa is part of a broader technology ecosystem. Together with PSP and analytical tools such as Apache Superset, it creates a continuous workflow from data collection in the field to analysis and visualization.

While Rosa makes data exploration more conversational, Superset allows users to go deeper by building dashboards, customizing charts, and combining variables when more detailed analysis is needed.

The goal of this combination is to reduce the time spent processing information so that teams can focus on something more important: understanding what is happening with families and deciding where to focus their support.

A single data point can describe a situation. But when information can be explored, compared, and understood more easily, it can also help guide action.

A ROSA THAT KEEPS GROWING

Rosa is already part of Fundación Paraguaya’s internal systems and the Héroes app, supporting facilitators and technical teams with different analytical tasks. At the same time, a new stage is being explored: bringing this technology directly to families through WhatsApp.

This pilot aims to make it possible, in the future, for a family to consult its own Stoplight results and receive guidance related to the indicators it wants to improve, using a familiar and accessible channel.

That step also changes the question behind the technology. It is no longer only about how to help an organization better understand its data, but also about how to return that information to people in a way that is useful to them.

TECHNOLOGY THAT BRINGS INFORMATION CLOSER

Rosa represents a new step in a process that began long before artificial intelligence: using information to help people better understand their reality and make decisions about it.

Technology makes it possible to analyze more data and do so more quickly, but the challenge remains deeply human: turning that information into something understandable, accessible, and useful for guiding a decision.

That is why Rosa’s value will not lie only in how quickly it can answer a question or generate a chart. It will lie in what people are able to do next with that answer.
